Reserve Bank of India (Nomination Facility in Deposit Accounts, Safe Deposit Lockers and Articles kept in Safe Custody with the Banks) Directions, 2025
RBI has issued the Nomination Facility Directions, 2025, effective from November 1, 2025, to align with amendments made to the Banking Regulation Act and the new Nomination Rules. The directions mandate banks to offer nomination facilities for deposit accounts, lockers, and safe-custody articles, and to clearly inform customers about its benefits. Banks must record, acknowledge, and correctly manage nomination requests and ensure smooth claim settlement. The circular also repeals earlier instructions on nomination and consolidates all regulatory guidance under these new directions.

Master Direction – Reserve Bank of India (Repurchase Transactions (Repo)) Directions, 2025
RBI has issued the Master Direction – Repurchase Transactions (Repo) Directions, 2025, updating the existing repo framework. Municipal Debt Securities have now been added as eligible collateral for repo and reverse repo transactions. The Directions outline eligible securities, participants, trading platforms, reporting, settlement norms, and haircuts. All earlier repo-related circulars and directions stand superseded with immediate effect.

Reserve Bank of India (Trade Relief Measures) Directions, 2025

RBI has issued the Trade Relief Measures Directions, 2025 to support exporters affected by global trade disruptions. Eligible borrowers (with standard export credit accounts as of Aug 31, 2025) may receive moratoriums on loan instalments and deferred interest between Sept-Dec 2025, along with extended export credit tenors up to 450 days. These reliefs will not trigger restructuring or asset classification downgrade, though REs must make a 5% general provision for such accounts. Banks must maintain detailed MIS and report reliefs fortnightly on the DAKSH platform.

Implementation of Section 51A of UAPA,1967: Updates to UNSC’s 1267/1989 ISIL (Da'esh) & Al-Qaida Sanctions List: Delisting of 02 Entries
The RBI advised all regulated entities to update their screening under Section 51A of UAPA following the United Nations Security Council (UNSC) removal of two individuals - Ahmed al-Sharaa (a.k.a. Ahmad Hussain Al-Sharaa, QDi.317) and Anas Hasan Khattab (QDi.336) - from the ISIL (Da’esh) & Al-Qaida sanctions list per UNSC Press Release SC/16214. Regulated entities must ensure they do not maintain any accounts in the name of designated persons under the list, and follow the procedural framework in the UAPA Order (2021) as amended. It also instructed that any delisting requests received must be forwarded to the Ministry of Home Affairs (MHA) for processing.

Foreign Exchange Management (Export of Goods and Services) (Second Amendment) Regulations, 2025:
The 2025 Second Amendment to the FEMA Export Regulations extends several time limits for exporters.
The period for realisation and repatriation of export proceeds under Regulation 9 is increased from nine months to 15 months. Under Regulation 15, the permissible period for exporters to write off unrealised export bills is extended from one year to three years. These amendments take effect from the date of publication in the Official Gazette.
